男孩安德雷（Ken Schoofs 音）自幼似乎就受到狂风的诅咒，只要风天来临，厄运必然未遂而至。婴儿时期的他被头上的玩具砸到；两岁时一阵大风将蛋糕上蜡烛的火焰追到他的帽子上；欣赏蝴蝶时一阵大风将妙龄少女（Greetje Hannes 音）的裙子套在他身上；甚至狗狗便便的时候都会被随风飘动的风筝勒住脖子。种种遭遇令安德雷闻风色变，狂风骤起之日只能躲在家中瑟瑟发抖，可不识趣的小狗却总希望出去散步。安德雷最终能否克服他的厄运？...

这是繁华大都会一幢高层公寓内发生的事。镜头不断推进，聚焦在其中的四个房间。左上居住着一位秃顶的艺术家，住在他右手边的是一对老夫妇。艺术家楼下是一名粗鲁健硕、只知道看飞机电视的底层工人。艺术家要把新画钉在墙上，工人则开大电视音量，随后用扫帚狂捅房顶，导致好不容易钉上的画掉了下来。另外一边，老太太在工人隔壁的房间洗衣服，洗衣机隔三差五出故障，引起地震般的响动。此外老爷爷家的电视节目似乎又与工人的节目相冲突。看似毫无关联的四个房间，左邻右舍相互影响……本片荣获2004年戛纳电影节最佳动画短片奖。...
